The difference between the vanilla game and ENB GTA IV is insane and his effects make things more clear and realistic looking instead of muddy and overly contrasted like many developers do. Remove the main Skyrim folder from the effect search paths in your ReShade config file ([ReShade DLL Name].ini) or else it will try to compile the ENB shaders, which doesn't work (as you can see).
